“A profound evolution” in terms of joint forces of the military instrument “on an ordering, logistic, technological and regulatory level”. This is the requirement presented by the Minister of Defence, Guido Crosetto, illustrating the programmatic lines of his dicastery in a hearing to the joint commissions of the Defense of the Chamber and of Foreign Affairs and Defense of the Senate. According to Crosetto, there are many initiatives «to be launched for such a condition, starting with a review of top management structures, which eliminates duplications not dictated by the need for operational redundancies and which allows for the improvement of quality and time containment in the processes of work. It is also necessary to unify the sectors and services common to the various armed forces».

The minister also deems it necessary to define “a new financing model” in the defense investment sector, based “on a three-year investment law, which brings together in a single maneuver the financial volumes relating to three successive measures with a depth of 17 years. This intervention would effectively support the national position on the international tables of the various cooperative programs with possible repercussions on the industry’s investment and employment choices».

Finally, Crosetto intends to initiate a reflection «on the adequate distribution of the personnel endowments of military personnel with respect to functional needs, in order to effectively guide the activities for amending the legislation following the recent approval of law 119 of 2022. deal with the contrast to the effects of aging military personnel with respect to some onerous tasks to be performed. In summary, it is a matter of rebalancing the relationship between skills and average age of the personnel through some lines of action such as the revision of the supply flows and the balance between forces in permanent service and pre-established stops”. And then there is also the need to unify sectors and services common to the various Armed Forces. For example in the short term: the teaching of foreign languages, the CBRN sector, healthcare. In the medium term: the sectors of communication systems and information technology. In the long term: Space and Cyber. Precisely on the role of Defense in the Space and Cyber ​​domains, the latter will have to promote and be the protagonist of a path that leads to the uniqueness of strategic and policy direction both at a national level and within the international Organizations of reference”.
