The center-right accelerates on reforms. Yesterday in the Senate the majority group leaders presented an agenda for the motion on Autonomy presented by the Alliance of Greens and the Left which calls for rapid approval of the bill on Autonomy and for that on presidentialism. The odg "commits the Senate to approve the Calderoli bill on differentiated autonomy, quickly, taking into account the indications and modification proposals shared during the examination in the commission, in line with what is indicated in the government program", including "the constitutional modification aimed at achieving the maximum form of democracy through the direct expression of the popular will". The opposition protestswith the M5S speaking of "merchandise" between the FdI and the Lega, and the Democratic Party accusing the "failed opportunity for confrontation by the majority".
The Chamber is inflamed over the fact that the presentation of agendas was not foreseen during the examination (without general discussion) of the motions, but it is above all the merit of the proposal signed by the four majority group leaders that is being targeted by the opposition parties. The session was suspended twice and the conference of group leaders convened.
The attacks of Pd and M5S
For the leader of the Democratic Party Francesco Boccia «I am sorry to point out to the Chamber that the common discussion on all relevant issues is turning into another lost opportunity. I say to Minister Calderoli that it is no coincidence that 6 out of 9 motions could emerge from this House with a large majority, because these are shared issues that interest Italians. For a minister to dismantle a single motion piece by piece trying to redo what he had already done in the Constitutional Affairs commission and which essentially means "in the end I decide, because this is the government program", he risks blowing up our agreements and also the relations between the majority and the opposition. It also lasts Alessandra Majorino, group leader of the M5S: «Today the majority certified in black and white the barter between the old Spacca-Italia project of the Northern League and the presidential ambitions of the Brothers of Italy. The majority show all their fragility by feeling the need to put this exchange in writing as if before a notary, evidently because they do not trust each other. Each aims to bring home their loot by trampling on the prerogatives of Parliament and not caring about the good of the country. This is the bleak picture we are facing, in front of which the 5 Star Movement asks for the immediate withdrawal of the shameful odg that certifies this shameful commercialization orchestrated by Salvini and Meloni ".

«The possibility of presenting agendas was not discussed at the conference of group leaders – says ha Beppe De Cristofaro (Avs) —. But beyond the method, I would like to inform the Chamber of the merits of the odg in which it is written exactly what some, if not all, of the opposition forces have been claiming for a few weeks and that is that this provision is part of a real political exchange because reference is made to something that has nothing to do with or should have nothing to do with differentiated autonomy: the constitutional change» and that is «the presidentialism or premiership. The odg makes it clear that there is a majority party, FdI, which cannot say so but is in great unease on the issue of autonomy also for reasons of historic centralism, and there is another party, the League, which has doubts about presidentialism or the prime ministership and the combination of these two things is the political agreement we are witnessing: I'll take differentiated autonomy and in exchange I'll give you the prime ministership. These two very important questions are the result of a real political exchange».
The group leader of Action-Iv Enrico Borgo complaint: «With this odg to the motion on Autonomy the internal difficulty of the majority is evident. They presented the agenda in an informal way, which betrays the precarious balance within the majority. I would like to remind the exponents of the Italian right, making a joke, that July 25 is not the right day in history to present an agenda», he says, referring to July 25, 1943 when the Grand Council of Fascism voted on the agenda with no confidence in Benito Mussolini.
