Many years ago, when the 41-bis crystallized out of the post-mafia massacre emergency and was stabilized as a hard detention regime, Maurizio Turco and Sergio D’Elia, currently secretary of the Radical Party and of the “Hands Off Cain” association respectively, made a long trip to the prisons, to survey the physical and mental state of the prisoners subjected to 41-bis. The result was a book with an eloquent title: “State torture. Investigation on ‘The community of the 41-bis real’ ”, with a preface by Marco Pannella (ed. Marsilio).
