Differentiated autonomy, when will it come into force? Here is the calendar

With the approval by the Council of Ministers, the bill on differentiated autonomy takes the first step on what promises to be a long journey towards its full implementation. The goal is in fact set by Minister Calderoli at the end of the year, at the end of a tortuous path which will involve, on several occasions, the Government, Parliament, the Unified Conference and the Regions.
Landing in Parliament
Let’s see how: coming out of Palazzo Chigi, the text will go to the Unified Conference, called to express itself on the implementing law. Opinion that should arrive within three weeks. In the event that the Conference decides to intervene, the CDM would be forced to receive it, re-approve it and send it a second time here. If, on the other hand, the text does not undergo interventions in the Conference, it could return to the Council of Ministers for the definitive go-ahead. After the go-ahead from the government, at that point it will be up to Parliament, where the law will go through the usual approval process.
The control room
From here on, the establishment of the control room could take parallel steps, whose task will be to establish the essential performance levels (Lep) by the end of 2023. The definition of the Lep is precisely the delicate mechanism on which the reform risked getting stuck. Reason why it was decided to widely involve the parliamentary halls. The control room will therefore take several months to weigh up the subjects to which the essential performance levels will be applied and to define the costs and standard needs.
Final approval
At the end of this process, it will again be up to the Council of Ministers to issue a Dpcm for each Lep identified. Dpcm which will first have to find the agreement of the unified Conference, and then reach the Chambers. And here Palazzo Montecitorio and Palazzo Madama will come into play, which will have to express their opinion. From now on it will be the turn of the Regions, which will be able to send the proposal of understanding to the Council of Ministers. This step will be followed by the evaluation of the competent ministries. Thus the government-Regions negotiations will be able to begin, at the end of which the CDM will approve the preliminary agreement. Agreement on which the Unified Conference will have their say, first, and then the Chambers. After the approval from the classrooms, Palazzo Chigi will finally sign the final agreement, which will be approved by the individual Region, to then return to the CDM. Here the final approval with the bill will finally take place.
