The Foreign Affairs Committee of the Chamber has given the go-ahead to the ESM ratification bill which arrives today in the Chamber for the general discussion, but with the declared intention of the majority to then postpone the ratification vote, scheduled for July 5, probably until after the budget session. In the Foreign Commission, called to the final vote on the ESM ratification bill, yesterday the Aventine Hill was witnessed for the second time as opposed to the majority, who deserted the works, with the exception of President Giulio Tremonti. The text was approved by Pd, Action-Iv and +Europe.

On July 5, the request for suspension

The general discussion opens today in the Chamber hall at the end of which the government will have to intervene, and there is expectation and curiosity for this passage. However, the vote on ratification by the plenary, requested by the president of the Eurogroup Paschal Donohoe, will not take place in the next few days. On Wednesday, when the examination of the bill will be resumed, the majority will present a suspension, namely the request to interrupt the examination and postpone it. This instrument (article 40 of the Chamber’s Rules of Procedure) provides that the request for postponement is motivated and that the moment in which to resume the examination of the bill is indicated.

Among the reasons, the prior reform of the Stability Pact

Probably, among the reasons will also be those meticulously listed by Prime Minister Giorgia Meloni on Wednesday in Parliament, starting with the need to first conclude the negotiations with the European partners on the reform of the Stability Pact and on other dossiers, such as the changes to the Pnrr. An argument that according to the opposition will make the negotiation more difficult if anything (as Mariastella Gelmini or Boldrini have stated), also judging by what was stated just a week ago by the German finance minister Lindner.

Suspension until the end of the year

As regards the moment in which to resume the examination of the ratification bill, the majority are discussing which date to indicate. It is probable, several deputies of the majority report, that a postponement will be requested until after the budget session, therefore the end of December (or January 2024), when the outcome of the negotiations on the new Stability Pact will also be known. But there are those in the League who go further and ask for a year’s time, waiting for the European elections in June and postponing ratification “until the formation of the new Commission”. But the general objection is that this would appear as a challenge to the Commission and the other Member States. Because in Brussels they are waiting for a mandatory decision by the end of the year, in order to bring the mechanism into force on 1 January 2014
