The Council of Ministers has approved the new flow decree which will regulate the entry of non-EU workers into Italy for the next three-year period 2023-25: a total of 452,000 entries will be released, a significantly higher number than in the past. An increase in the threshold had been repeatedly requested by the economic world to deal with a growing shortage of manpower.

The press release released by Palazzo Chigi informs that for the three-year period 2023 – 2025 the Government expects a total of 452,000 admissions, compared to a detected requirement of 833,000 units, with 136 thousand admissions in 2023, 151 thousand in 2024 and 165 thousand in 2025. The professional categories and sectors have been expanded involved: together with electricians and plumbers, a specific quota is reactivated for family assistance and social-healthcare workers. Also added workers for busing passengers and for fishing.

The 2022 flows decree had scheduled the arrival of around 82,000 foreign workers.
