A specter is haunting Europe starting right from Italy. It is an ancient ghost, capable of dragging the National Recovery and Resilience Plan into the filthy land of waste and welfare, where spending is confused with investment, distributing money with reforms and development. “We are here to help the government, the regions and the municipalities exorcise this dark shadow”, Giuseppe Busia, president of the National Anti-Corruption Authority (Anac), explains to Il Foglio. But be careful, he doesn’t want to be taken for a ghostbuster or for a surly guardian of public morality, above all he refuses to be considered a “mister no”. To those like us who fear that vigilantes will in fact become the guardians of nothingness, the agents of unhappy degrowth, he replies with the praise of a liberal triad: competition, transparency, accountability; competition, transparency, responsibility which has a broader meaning of control.
