The population of the South, compared to the rest of Italy, is sicker and poorer. Older people living in the South spend an average of two more days a month in poor health than their peers living in other regions. Frailty is twice as common among residents of Southern Italy: 24.6% compared to 12.7% among elderly residents in Northern Italy. Furthermore, in the South there is a high incidence of social isolation: one elderly person out of 4 lives in a condition of social isolation, also in this case more than twice as much as the elderly. Social spending also shows strong territorial differences. 60% of social expenditure for the elderly is destined for the elderly residing in the northern regions, even though they represent 48% of the Italian elderly population. Conversely, in the South, where about a third of the elderly population resides, less than a fifth of the resources allocated to social and welfare services are spent. The data is even more worrying if we consider that the elderly of the South are poorer than those who live in the rest of Italy. Considering the distribution of beneficiaries according to pension income, in the South and in the islands about one pensioner out of five belongs to the poorest fifth of the pension income distribution (he receives around 7 thousand euros gross); in the northern areas, the altitude is 10 points lower.


These are some of the most significant data that support the book «The Four Horses. State, market, environment and welfare: the Silver Ecosystem for a sustainable model», edited by Biagio Ciccone, general secretary of Uil Pensionati Campania, with a preface by Carmelo Barbagallo and edited by FrancoAngeli, presented in the auditorium of the National Archaeological Museum (Mann) of Naples. The book underlines that the aging phenomenon, if well managed, can represent a great opportunity and generate positive economic, occupational and social implications. The “silver economy”, therefore, would become an instrument of economic growth and inclusiveness in an increasingly aging society, in which life expectancy is destined to lengthen and the birth rate to drop more and more.

The presentation of the volume was attended by Carmelo Barbagallo, national general secretary of Uil Pensionati, the economist Elena Biffi, Giovanni Sgambati, general secretary of Uil Campania, Lucia Fortini, Councilor for Schools, Social and Youth Policies of the Campania Region, Antonio Mattone, writer , journalist and spokesman of the Community of Sant’Egidio in Naples and Paolo Russo, responsible for the South of the national secretariat of Action. The initiative was introduced and moderated by Dominika Jarocka, Uilp Campania Equal Opportunity coordinator. The greetings were entrusted to Mara D’Onofrio, president of Ada Napoli ODV.
