In the debate on autonomy, considerations of a strictly political nature have been advanced together with learned disquisitions of a juridical-administrative nature. We hardly ever talked about geography or the real economy. And the reason is perhaps simple: we should start from the observation that the regions are not optimal administrative containers. The reality of exchanges and flows is such that the historically defined borders do not coincide with the movements of people and goods and with the attraction of one territory towards another.
