Surrogacy, yes in the Commission to the universal crime

The Justice Commission of the Chamber has concluded the vote on the amendments to the bill which declares gestation for other crimes universal, that is, prosecutable even if committed abroad. In particular, an amendment by the majority was approved which provides for the punishment of only Italian citizens. The opposition voted against. The formal green light, with the mandate for the rapporteur after the opinion of the other Commissions, will be given next week.

Pd votes against decriminalization

Even the parliamentarians of the Democratic Party voted against the two amendments by Riccardo Magi (+Europe) which aimed to decriminalize gestation for others (gpa), presented to the bill which declares gpa a universal crime. The two amendments went in the opposite direction to the majority’s bill: the first eliminated the prison sentence, keeping the fine from 600,000 to one million euro; the second decriminalized the conduct by providing for an administrative fine from 5,000 to 50,000 euros. On both amendments, the Pd in the Justice Commission voted against, like the center-right, while M5S supported Magi’s proposal. These were the only two amendments in which the oppositions did not vote unanimously.

Valente: contrary to gestation for others

“The gpa is a practice that I am firmly against: it represents violence against the woman’s body and a commercialization of the human being,” writes Pd senator Valeria Valente on Facebook. «However, the right-wing proposal is a “flag” law, botched on a legal level, which only risks exposing children to loneliness and the absence of any form of protection or safety net, in the absence of a good and just law in our country on adoptions. Precisely for this reason I totally agree with the appeal made to Parliament by the No gpa Network. We must say No to this practice and support international initiatives, the only ones really useful for banning it. At the same time, we must give certain legal answers within our legal system in the interest of minors”.

Zanella (Avs): ban acceptable, good appeal Network No gpa

«I subscribe to the appeal of the Nogpa Network which, referring to the Constitutional Court, defines surrogacy as an offense against the dignity of women which deeply undermines human relationships. The appeal is aimed at calling on the parliament and all of politics to confirm the prohibition of surrogacy in our country: an objective that can be fully shared, in my opinion”. So to group leader of the Verdi Alliance and the Left in the Chamber Luana Zanella. «The law on the universal crime desired by the Brothers of Italy takes the form of a political manifesto rather than a real attempt to dissuade the use of the gpa which is transforming the body of the woman and her creature into a market value. The text of the appeal, on the other hand, calls for “an effort to make commitments also at an international level”: this would be far more effective than a law of dubious applicability”.
