The government line: urban regeneration
The government line, supported by the Minister for European Affairs Raffaele Fitto in agreement with the Prime Minister Giorgia Meloni, which the two interventions are fully compatible with the objectives of the Pnrr. It’s about urban regeneration, because we intervene on compromised areas from the point of view of urban planning and livability. Not only. Last Tuesday there was a meeting which, in addition to Fitto himself, was attended by the mayor of Florence Dario Nardella, that of Venice Luigi Brugnaro and the president of the Association of Municipalities Antonio Decaro. At that table it was agreed that the two projects had already had a de facto green light from Brussels, given that the funds were distributed with a decree of April last year, therefore issued by the Draghi government, and mentioned in the report on the Pnrr of last October, again signed by the previous executive. Brussels, the government claims, had been aware of the progress of the two interventions for some time. Which in fact, at the time of the handover between the Draghi government and the Meloni government, had been considered as already achieved objectives for the second semester 2022 of the Pnrr.
The solution: national resources for the two stages
the in-depth analysis requested ten days ago was therefore a surprise, which puts the disbursement of the new 19 billion tranche of the plan at risk. The two projects – confirms the mayor of Florence Nardella – are not only on time but even the tenders are already public, in the process of being awarded. And again: We will ask you to respect the rules. We replied effectively, then it also depends on the government’s contribution, suggesting some cracks in the Italian front. What to do if, as probable, the definitive stop should materialize? Replacing Florence and Venice in the Pnrr is not so complicated: under the heading urban regeneration there are too many projects on the waiting list. The government should find national resources to replace the European ones: 55 million out of a total of 200 for Florence and 93.5 out of 300 for Venice. A not negligible figure but still possible to find in the infinite folds of the Italian budget.
Possible requests from other Municipalities
If anything, the problem of geopolitical balance. Under the umbrella of the Pnrr and its roadmap, the two projects have enjoyed a sort of protection, of social peace. But if the government were to bring out new national resources, other Municipalities could make themselves heard. Italian stadiums have an average age of 68: double that of Germany and England. With few exceptions, mayors could claim some compensation for their facilities. And the question would become a rebus.
