More severe penalties and the administrative sanction of the «daspourbano», i.e. the ban on approaching more than ten meters, already tested against violent supporters, against “eco-vandals”: those who smear monuments in protest, such as the militants of the Last Generation, protagonists of various episodes such as, recently, the spill of black liquid in the fountain of Piazza di Spagna in Rome.

I am the two proposals contained in the bill presented by the senators of the Brothers of Italy to stem the phenomenon of vandalism against monuments. “Both measures would work as a deterrent – explains the first of the signatories, Marco Lisei – towards those who think they are raising awareness of the issue of climate change, damaging our cultural heritage”. The draft of the proposal provides for two different regulatory interventions. Lisei explains: «First of all we would like to intervene by modifying article 635 of the penal code relating to the damage. By also sanctioning those who disfigure or smear public assets and no longer just those who destroy them, deteriorate them or make them unusable, we make these conducts easier to prosecute.

With the change, even the soiling of monuments would be punishable by a fine ranging from 600 to one thousand euros and with imprisonment from six months to three years. The other intervention concerns the decree law 14 of 2017 (converted into law 48/2017) which introduced the so-called urban Daspo. «We want the prefect to be able to order the approach prohibition within ten meters of the monuments – explains Lisei -, it would be an additional tool, beyond the penalties, to try to be more effective against this type of conduct that arouses social alarm, is uncivilized and is despised by the majority of citizens”. According to Lisei, the bill, for now promoted by FdI, will find, at the time of the discussion, “a broad convergence between many political forces, certainly all those in the majority”.
