Pa decree, goodbye to Anpal and new hires in ministries: here are the ones – Corriere.it

New round of recruitment in ministries, but also in agencies and guarantee authorities, too to meet the needs related to the implementation of the Pnrr, suppression of Anpal, the employment agency which will be absorbed by the Ministry, new rules on sports justice and a crackdown on the financial management of sports clubs. These, in summary, are the innovations contained in the draft of the new decree on Public Administration expected in the Council of Ministers in the next few days.

LSU in ministries

The decree, which has yet to be defined, currently consists of 33 articles, divided into two chapters, the first dedicated to the PA, the other to sport. The ministries involved in the recruitment are, in particular, those of Culture, Justice, Education, but for all public administrations there will be the possibility to hire open-ended socially useful workers, subject to selective testing and without new or greater burdens for public finance. At the Ministry of Culture, the workforce is expanded with 100 non-managerial personnel, to be hired on permanent contracts through a public competition. Minister Gennaro Sangiuliano, for the offices of direct collaboration, will be able to recruit new personnel also outside the PA. The same for the Minister of Tourism, Daniela Santanch, who will be able to expand the team of his collaborators by twenty units (up to 100). .

Strengthened ministries

In the two-year period 2023-24, the Ministry of Justice will be able to announce public competitions to hire 70 non-general level management personnel on permanent contracts, while 8 new management positions are envisaged for Education and the possibility of recruiting on permanent contracts 40 officials, with public competition or with the scrolling of the rankings. The headcount ceiling for employees of the Privacy Guarantor is increased from 200 to 287 units. On the other hand, new resources are arriving for the ancillary treatment of non-managerial personnel, while the Italian Medicines Agency (AIFA) will be able to hire 33 technical or administrative figures on a temporary basis. For effective coordination of services and active labor policies, the suppression of Anpal, the National Agency for Active Labor Policies, established in 2015 with the Jobs Act is envisaged: its functions will be assigned to the Ministry of Labour, to which they will be transferred also the human, instrumental and financial resources, with the exception of personnel belonging to the research sector, which instead passes to Inapp, the national institute for the analysis of public policies. The decree also allocates 7.63 million for 2023 to the Vatican City State for the 2025 Jubilee for the implementation of digitization interventions of the Jubilee paths, of explanatory materials, of an IT application on the sacred heritage of Rome. Finally, from 1 July the companies wholly owned by the instrumental body of the Italian Red Cross in compulsory administrative liquidation (ESACRI) are extinguished.

Crunch on capital gains

The package of rules relating to sport is substantial. Starting with the squeeze on “fictitious” capital gains. In order to be able to spread the capital gains recorded in the sale of registered athletes over a four-year period, the latter must have been contracted for at least two years, no longer just one, as today, otherwise they contribute to determining taxable income. Coni will also have to immediately define the criteria for the checks on the economic and financial balance of sports clubs before registering for the next championships. New rules also for sports justice. CONI and the sports federations will have to adapt their regulations on the times for carrying out the processes under the jurisdiction of the sports justice bodies. Either the sentence will be reached in good time, or a decree from the Ministry of Sport will intervene, pending the decisions. And penalties in the standings will no longer be applicable until the final sentence has been passed.
