No basic income for children who have dropped out of school: the Inps-Corriere.it circular

No share of the basic income for children who have not completed compulsory schooling. Children between 18 and 29 who are part of families receiving basic income and who have not completed 10 years of compulsory education and have therefore left school before the age of 16, will not be entitled to the subsidy quota. This is specified in a circular from the INPS which explains the measures envisaged in the Budget law on the measure of support for the lowest incomes which will change from January 2024 and will be called Inclusion allowance.

Conditionalities related to the school

In the part dedicated to cross-compliance, we read that starting from 1 January 2023, the provision of the benefit to those aged between eighteen and twenty-nine who have not fulfilled the education obligation (referred to in article 1, paragraph 622, of the law of 27 December 2006, n. 296), unless they are already formally involved and engaged in active policy, qualification or requalification processesalso subject to the enrollment and attendance of first level adult education courses or in any case functional to the fulfillment of the aforementioned educational obligation.

The application and the deducted fee

What changes for those who have to request the support measure? When submitting the application, the subjects of the nucleus who, having not fulfilled the compulsory education, are not yet enrolled or do not attend a first-level adult education course must be indicated. If, in these cases, it emerges that one or more beneficiaries have not fulfilled this obligation, the benefit, in relation to their share, will not be disbursed as long as the obligation has not been fulfilled. The amount of the benefit not disbursed proportionately corresponding to the individual subject with respect to which the obligation has not been fulfilled. In the event that the lack of the requirement is verified during the provision of the service, for one or more members of the nucleus, the amount will be reduced by the portion referring to the subject or subjects concerned, both in the case in which it is the applicant both in the case of another component of the nucleus. Any variation relating to the components required to complete compulsory schooling must be communicated using the “Rdc/Pdc-Com extended” form within 30 days of the variation.
