Mattarella calls the government on the seaside resorts: “The bill contains critical issues”

After the rumors of the last few hours that certainly gave an intervention by the Quirinale on the Milleproroghe bill recently approved in the Chamber, now the recall of Sergio Mattarella is official. The Hill has sent a long letter to the government expressing his concern on several issues. First of all, the practice of grouping several extensions and postponements in a single bill “although they pertain to different and heterogeneous material fields”: their use transforms the bills into “mere containers of the most disparate regulatory interventions”as reaffirmed by a sentence of the Constitutional Court of 2012. Il Colle does not specifically blame the executive of Giorgia Meloni, but denounces a trend that has consolidated over the years with the consent of every government.

But the specific point on which the Quirinale expresses “specific and relevant perplexities” it concerns, as foreseen, the beach concessions. The letter calls the definitive judgments of the Council of State, which limits the current concessions to December 31 of this year, and highlights the “non-compliance with European Union lawalso in consideration of the commitments in terms of opening to the market undertaken by Italy in the context of the Pnrr”.

For these “multiple critical profilesof which the most evident is represented by the amendments relating to state concessions”, Colle deems that the conditions exist to “justify the exercise of Article 74”, with which the Quirinale can block the promulgation of a law and ask for a new resolution. But Mattarella nevertheless chose to not proceed due to the urgency of the other deadlines contained in the Milleproroghe: the bill is therefore in force, but the gravity of the recall remains.

Finally, the letter contains a criticism of the “abuse of the emergency decree“, with which the legislative function passed from the Parliament to the government. Il Colle hopes for “full institutional collaboration” and invites “all the political forces to evaluate it with a sense of responsibility”.
