Raise taxes on some Italian vices, from gambling to smoking. This is one of the orientations that could, the mandatory conditional, affect the formulation of the Maneuver. A text whose drafting in this first phase seems to say the least confused between measures that enter and disappear in less than 24 hours (as in the case of zero VAT on bread and milk). According to the Messenger there would be some sectors that could see a tax hike. These include games, tobacco, the (legal) cannabis derivatives sector as well as digital platforms that deal with home deliveries. So much so that there is already talk of Amazon Tax.

Taxes on game winnings

As far as the gaming sector is concerned, an increase in taxes on winnings is envisaged Lotto, Superenalotto and through Scratch and Win. Prizes made to date are taxed at 20%, but only for amounts exceeding €500. The proposal under study, and discussed internally by the government, is to increase the rate from 23% to 25%. For example, it means that today if you win 2,000 euros on scratch cards, you pay nothing under 500 euros, but on the remaining 1,500 you pay 20%. Which is why a hypothetical winner would put 1700 euros net into his pocket. With the 25% rate it means obtaining only 1625.

Cigarettes and cannabis derivatives

Among the hypotheses that the government would also be evaluating an increase in excise duties on cigarettes which would be added to the increase already foreseen for 2023 on heated tobacco. Product whose excise duty rose to 30% in January 2021, to 35% in 2022 and will reach 40% from 1 January 2023. The Meloni government then looks to the sector of legal cannabis retailers which number over a thousand in Italy. These are shops that sell cannabis and its derivatives with reduced Thc or with tetrahydrocannabinol lower than 0.5%. At the moment, for these activities, the taxation is that of the flat-rate regime for new VAT numbers: 5% for the first 5 years. One of the possibilities that the government would be evaluating raise the rate immediately to 15%.
