Micaela Gelera, INPS extraordinary commissioner for less than a month, appears perfectly at ease in her office in Palazzo Wedekind, overlooking Palazzo Chigi, right where the government has reached the decision to commission the public social security institution, appointing for the first time a woman at the top of INPS, in place of Pasquale Tridico. «An important signal, decided by a government led for the first time by a woman and with a female Minister of Labour. The country is changing », she comments.

What is his job?
«As commissioner, I have 90 days to harmonize the regulations according to the provisions of the decree law, but I am also working on a project to enhance the information assets of the INPS. I am an actuary and I am aware of the importance that the enormous amount of data and information of the institution can have for citizens, the government and for the entire public administration».

Speaking of information assets. The 2 billion tender for information services seems to be stalled because the procurement director wants to change the commission chosen under Tridico’s management. What happens?
“Nothing. Out of institutional courtesy, the structure awaited my arrival. The provision was therefore signed in the composition of the commission already communicated to the Anac (Anti-Corruption Authority, ed.) then you can proceed with the race. On the contrary, given its importance, we need to speed up».

How did you find INPS?
«A cohesive and very collaborative working group. INPS is the size of a medium-sized city, a complex reality: 28,000 people work every day for 45 million users. I immediately breathed an air of profound awareness and competence, that of a solid and reliable body, as demonstrated most recently on the supports for the flooded areas of Emilia-Romagna, unlocked in 15 days”.

The INPS must manage the transition from Citizenship Income to the Inclusion Allowance. According to the UPB (Parliamentary Budget Office), almost 500,000 families will lose their income from next month. To help the so-called employable, it would be necessary to make the intersection between job demand and supply work on a telematic platform to which INPS should contribute. Where are we?
“The number of families who will lose their income could be much lower due to the improvement in the economic situation and, in any case, they will be able to access the new measure called “Support for training and work” (350 euros per month, maximum for 12 months, ed.) planned to encourage re-employment. We are collaborating in the drafting of the implementing decrees, which are in the finishing straight and hand in hand we are implementing the telematic platform in view of activation from 1 September. This is an unprecedented project with a fully interoperable approach to service delivery.”

How will it work?
There will be an information campaign. The general scheme is this: those who lose their Income and cannot access the Inclusion Allowance can submit an application for Support to INPS. INPS will verify the requirements and invite the user to register on the platform. Once this is done, to take advantage of the benefit, the user must sign the digital activation agreement (Pad) and, at the Employment Center (CPI), the service agreement which defines the active policies identified for the subject. To get the benefit, the person also needs to give their availability not only to the CPI but also by going to at least three employment agencies. To take the 350 euro support, he will finally have to start an activity such as training courses, internships, etc. ».

This scheme assumes that the Employment Centres, under the responsibility of the Regions, are efficient.
«It is also working cono the Conference of the Regions to obtain the expected results».

Quota 103, Women’s Option and Social Bee expire in December. How many workers have accessed so far?
«The number of applications for access to Ape sociale is in line with that of past years: around 13,000 requests at the end of June. For Quota 103, around 19,000 applications were presented, with an acceptance rate of 85%, therefore well below the initial estimates of 41,000. However, the accounts must be done at the end of the year because the trend in applications is not linear. The applications for the Women’s Option are 1,600 out of the 2,900 expected in 2023″.

For the pension reform, the reasoning is flexibility in terms of outgoing. It can be done?
«In the contribution there is however a certain flexibility. We must ask ourselves, also evaluating the effects on public finances, if it would be useful to favor an orderly transition towards the contribution system of the last generations who are in the mixed system”.

On average, how much would the check be reduced?
«It depends on how many years of contributions you have before 1996, when the salary was in force: the fewer they are, the less the pension is reduced. All the flexibility proposals, from Quota 41 to the hypothesis of allowing retirement a few years before the age of 67, could be technically evaluated with the option of the contributory calculation method”.

What do you think about Option woman? The government has greatly tightened the requirements.
«On Option Donna, I think that first of all measures for reconciling work-life would be necessary, investing in nursery schools and assistance for the elderly, so as to favor female employment. In short, both on women and on young people, it would be necessary to intervene upstream, preventing them from reaching an inadequate pension”.
