Fringe benefits of up to 3,000 euros, two different tracks

As we know, the Labor decree (article 40 of Legislative Decree 48/2023) raised the fringe benefit threshold to 3,000 euros for 2023, ma only for employees with dependent children. The decision (now being examined by the Senate for conversion into law) has been much criticized by the trade unions and has also been rejected by Aiwa, the association that brings together Italian corporate welfare providers. The reason? Create inequality among workers. The declared objective of the Meloni government is to support parenthood, but in fact the Labor decree creates a difference in treatment among workers of the same company within the rules for determining income from employment: with the same income but in absence of dependent children only the exemption remains for goods and services assigned by the employer with an annual ceiling of 258.23 euros (which does not include, unlike those with children, the payment of bills). However, the government does not seem willing to change the system. So let’s try to answer, in the light of the provisions of the May 1 Labor decree, the many questions we have received from readers in recent days regarding the new exemption threshold and the new rules on corporate welfare.
