Suspicion took shape while waiting. I suspect it smacks of paranoia and an alibi together, yet there must be a reason why Raffaele Fitto said to his government colleagues who asked him for information, sibylline, that “where an elephant used to pass, now a gnat doesn’t”. The eye of the needle, or in short the offending filter, is that of the European Commission. Because, even if the disbursement of the now fateful third installment of the Pnrr, the 19 billion one relating to last December’s objectives, remains a given, the complications of the process continue to be numerous and mostly unexpected. To the point that in Brussels they have decided to freeze the procedures, resorting to a protocol that is usually used when the pre-established deadlines become prohibitive.
