The procedure and the appointment from November 1st
The procedure envisaged by the Statute of the Bank of Italy therefore takes off. After the resolution of the CDM, the opinion of the Bank’s Superior Council is heard. It is a body made up of 13 senior councilors and the governor himself, who, however, does not participate in the meeting in this circumstance. The meeting is, in fact, convened and presided over by the most senior member in order of appointment and, with the same appointment, of age. The opinion must be approved by a qualified majority of two thirds of the members of the Board of Governors. At this point, the appointment of the governor is made official with a decree of the President of the Republic, on the proposal of the Prime Minister. In the case of Panetta, the appointment to the top of the Via Nazionale institute will be operational from next November 1st.
The nomination
Visco will end his office on October 31, after 12 years, which began exactly on November 1, 2011 when Mario Draghi presented his resignation to become the president of the ECB. Fabio Panetta currently a member of the ECB Executive Board, a role he has held since January 2020, while previously he was general manager of via Nazionale (here the profile and curriculum vitae of the new governor). His choice, if confirmed, would correspond to the expectations of all insiders and he will be the eleventh governor of the institute.
