Autonomy, the text passes to the Parliament

The political battle over differentiated autonomy has just begun. On 16 March, the bill promoted by the Minister for Regional Affairs and Autonomies, Roberto Calderoli, obtained the definitive go-ahead from the Council of Ministers and now the ball passes to Parliament, which only in this phase will have the possibility to intervene on the text. The Lep which is being discussed so much, in fact, will be determined with one or more decrees of the President of the Council of Ministers, as stated in article 3 of the bill. While the human, instrumental and financial resources necessary for the exercise by the Regions of further forms and particular conditions of autonomy are determined by a joint State-Region Commission, explains article 5 of the text. The decision-making mechanism is therefore based on a bargaining between the executives: on the one hand the central government and on the other that of the Region, underlines Massimo Bordignon, full professor of Finance and executive vice president of the Observatory on public accounts of the Catholic University .
