The Miur has published the Ministerial Decree authorizing 50,807 permanent recruitments of teaching staff for the 2023/2024 school year. Therefore, about 30,000 permanent teachers are missing from the appeal, as the trade unions denounce. A shortage linked to the lack of candidates included in the provincial lists until exhaustion (the famous Gae) or in the rankings of the last competitions. Manuela Calza, Flc Cgil School secretary explains: In schools there is a major recruitment problem: the data speak for themselves, we have over 81,000 vacant positions in our workforce and only around 51,000 people have been contracted. For the empty seats, substitutes will therefore be needed, but they are in short supply especially in scientific subjects.

The situation becomes even more serious if support teachers are taken into consideration. Out of 100,000 places in the workforce by right, there are 50,000 places assigned by way of derogation, often following sentences: the parents of pupils with disabilities turn to the judiciary and thus manage to guarantee more hours of support for their children. It means that around 50% of posts are not assigned to permanent staff, favoring precarious employment.

Ivana Barbacci, general secretary of the Cisl School says: We are available to hire but we don’t have the candidates because the competitions do not make the candidates available in real time. To all this, adds Barbacci, there is a strong gap between Northern and Southern Italy. There has also been a strong selection in the regions of Northern Italy where there is a great need for available places, compared to the South, and rankings have been created that contain less suitable than the places available for competition. There are many rejected ones and few qualified ones. The solution – we have been proposing it for some time – is to activate a dual channel: 50% of the staff is recruited through competition and the remainder from the substitute rankings (Gps), therefore with qualified teachers and with a service of more than 36 months.
