In recent weeks, the Commission had proposed to Italy to proceed with a partial payment of the third installment of the Pnrr to unblock the stalemate that has been going on since the end of February, but Giorgia Meloni’s government refused so as not to jeopardize its reputation. The Commission’s informal offer to reduce the amount of the payment of the third installment was confirmed by sources in Brussels and Rome. The negotiations are complicated by differences within the Community executive. If Ursula von der Leyen and Paolo Gentiloni are ready to give the green light to the 19 billion of the third installment, senior officials have adopted a more fiscal approach. For the Commission, a partial payment would allow a large part of the 19 billion to be released. It is not certain that the Italian government will remain on the line of refusal.
