The merit of the letter demolishes the skeleton of that reform project demonstrating, if there was still a need, that differentiated autonomy is only a propaganda banner of the Carroccio which has no possibility of being implemented except at costs that the country cannot afford allow, under penalty of further accentuation of territorial inequalities”. The ex-minister does not spare criticism of the government and continues: «It is clear from the letter of resignation from the Committee for the identification of the Lep that the question is that of the costs of the essential levels of services, in practice the minimum standards of public service essential for guarantee civil and social rights throughout the Italian territory. Guaranteeing these levels in a homogeneous way has a cost, which in the light of the choices made in the Calderoli bill risks being imposing and widening territorial inequalities even further ». “Until all the Lep have been determined – reads the letter – and the tools and methods have not been redefined, in relation to their standard costs, to ensure all the regions an effective tax autonomy that allows them to fully finance the Lep themselves, the effective scope of those principles remains indeterminate and indeterminable». And the CGIL is also moving on the front, which for months has not spared criticism of the executive reform projects. «The whole country should be concerned about this reform, not just the South. This idea of ​​breaking the country into twenty sections seems to me a disastrous operation. We should think of having a united country capable of competing in Europe. If we break it up, we increase inequality and impoverish the country as a whole. The real battle is to prevent differentiated autonomy from becoming divisive for the country”.

A divided country has little solidarity. Today we are already differentiated in terms of health from region to region. If we increase this differential, we impoverish the citizenry and Italy will take steps backwards and not forwards. We need a united Italy».
