The stop to Piantedosi’s decree: no to pastrocchi. There is also fibrillation over Libya, because Foreign Affairs and Defense have strategic interests in the North African country

It wasn’t easy or painless, but in the end the government found a compromise that allowed the green light in the Council of Ministers, even if the text of the security “decree” was reduced to just the decalogue on the action of NGOs in the Mediterranean.

All other standards studied by Interior Minister Matteo Piantedosi to counter terrorism, violence against women, baby gangs and other phenomena that threaten the safety of citizens will end up in another provision, destined to see the light next year.

During the meeting of the Council of Ministers it was the president Giorgia Meloni who made the choice of the decree on the NGOs and appeased the tensions that have a lot agitated the majority. The formulation of the original draft written to the Ministry of the Interior had not convinced Palazzo Chigi. Undersecretary to the Presidency, Alfredo Mantovano, he had gotten in the way both for the method, that for the merit. Meanwhile she learned by reading the Courier that the decree being prepared by the Viminale contained the most disparate norms and then, once he read the text, he was convinced that it would not pass the supervision of the Quirinale: some norms were at risk of being unconstitutional.

In line with the deputy prime minister Antonio Tajani and with the Minister of Defence Guido Crosetto, Mantovano worked to convince the Viminale to “unpack” the rules, taking more time and avoiding making mistakes on issues that are very sensitive to public opinion. Self the League aimed to accelerate, Forza Italia helped to curb, because according to the Azzurri it would be better to deal with the matter of immigration at a European level, instead of deliberating on the hard line at a national level. And so, only the regulation of NGOs arrived on the table of the CDM. For some ministers, the question does not appear to be such a priority, since only 16 percent of migrants arrive on the Italian coast aboard the ships of humanitarian associations, but for the right-wing government it has a strong political significance.

Piantedosi yesterday morning got in the way. He was furious about the stop and no longer wanted to bring his work to the CDM, because he was forced to postpone some significant chapters for a few weeks: «At this point, it no longer makes much sense to approve the decree, there is no longer even the urgency. ..». But then, with the mediation of the premier, the tear was mended and the text perfected. Meloni did the rest at the table with the ministers, thanking Piantedosi and acknowledging the head of the Interior Ministry that “in the end, a good job came out”.

But then the Prime Minister turned to Matthew Salvini, which two days ago announced “an overall decree on the issue of security, from baby gangs to feminicides, to the trafficking of illegal immigrants”. And, speaking to the leader of the League, Meloni booked the whole teamindirectly inviting the ministers to move with greater caution: «We can’t go wrong with communication, giving the right messages is very important». As for the decision to divide the decree: “We can’t mix security with immigration, otherwise a mess will come out and people won’t understand.” Words that authorize various government officials to comment on the thread of distrust that winds its way through Palazzo Chigi regarding the harmony between Piantedosi and the former tenant of the Interior Ministry: Salviniprecisely.

And there is also fibrillation over Libya, because Foreign Affairs and Defense have strategic interests in the North African country and Tajani and Crosetto cannot allow only the Ministry of the Interior to maintain relations with Tripoli.

Despite everything, several ministers ensure that “the meeting went smoothly”. Ilva was discussed most of the time, then Minister Orazio Schillaci informed colleagues about the resurgence of Covid in China which is alarming the world. On the sidelines of the CDM, which should be the last of 2022 and to which the Minister of Economy Giancarlo Giorgetti participated in video link because affectedthe head of Health used reassuring arguments: «The problem is the Chinese vaccine, in Italy there is no concern whatsoever».
