In addition to the usual large concert organized by the trade unions in Piazza San Giovanni in Rome, the calendar for May 1st includes the meeting of the Council of Ministers to the passing of a decree law. The provision has already been renamed work decree because the draft text of more than 160 pages counts 43 articles to change the basic incomethe rules for the hiring of fixed-term contracts and finally the rules to further enhance the cut of the tax wedge in favor of the workers. To ease the tax burden on payroll, the government can count on around 3.5 billion euros, identified in the Economic and Financial Document on the basis of a lower deficit in the public accounts in 2023.

The resources will serve to add a further point of reduction of contributions for wages up to 35 thousand euros. The intervention aims to replicate the mechanism already adopted by the executive with the last budget law and to strengthen the cut prepared starting from the beginning of January. The additional benefit should take effect from the month of May, with an advantage in the paycheck for those with a gross salary of 25 thousand euros per year of around 15 euros per month (which add up to the previous wedge cuts for a total of 55 euros per month more). For now, the hedges allow for the introduction of a further intervention on the tax wedge only until the month of December.

In short, it will be up to the government to identify, through the next economic maneuver, the resources to renew the measures. From a political point of view, for the executive it marks a further approach to the declared objective of a 5-point cut in the tax wedge. The other major issue on which the work decree intervenes, as mentioned, is the citizen’s income. The flag measure of the M5S destined to change its name, at first it seemed Mia (Measure for active inclusion) but in the latest drafts of the decree renamed Gil, Guarantee for inclusion. The substantial difference with the subsidy prepared by the Conte government is the watershed, as already in the Budget law, between those who can be employed and those who are unable or unable to do a job. For the latter, the subsidy will continue to exist and, based on the presence of minors or elderly people in the family, it will provide for an allowance of up to 1,150 euros per month. In the case of employable people, the Budget law already establishes that they will no longer receive the basic income from August, on the other hand they will obtain a transitional allowance if they take training courses. The new indemnity for the employable will be called Pal, work accompaniment service, and is worth 350 euros a month. The reform also includes a further active policy measure: it will be called the Job Activation Guarantee (Gal). The revision of the basic income does not like the secretary of the Democratic Party, Elly Schlein.
