«The authorization with emergency procedure in six months of the two new floating gas regasification and storage units which are allowing us to ferry the gas system in two years towards an acceptable safety situation even in the absence of Russian gas will have to constitute the rule and not the exception, in the case, for example, of wind farms and water accumulations for energy storage, without which the decarbonisation process will be unattainable”. This is what we read in the proposed update of the Pniec which underlines how decarbonisation will require a “widespread construction of plants and infrastructures which may also have environmental impacts”. The fastest growing technologies are photovoltaic and wind also with stimuli for the diffusion of innovative solutions such as agri-voltaic and offshore plants (wind and photovoltaic). Wind power is expected to more than double by 2030, going from 11,290 MW in 2021 to 28,140 MW, of which 2,100 MW offshore, and solar power to more than triple, from 22,594 MW to 79,921 MW, of which 873 MW concentrated. Furthermore, the installation of an electrical capacity of 3 Gigawatts of electrolysers for the production of hydrogen is planned. Green hydrogen should achieve the goal of covering 42% of industry uses.

Among the contents of the text, a 40% share of renewables in gross final energy consumption which rises to 65% for electricity consumption only. 37% of energy from renewables for heating and cooling, 31% in transport, 42% of hydrogen from renewables for industrial uses. In general – explains Mase in a note – it is the reduction of emissions in the civil, transport, services and agriculture sectors, which represents the field in which the achievement of the European objectives appears to be more complex, which instead are centered in the ETS sector of heavy industry . The proposal being examined by Europe and subject to the Strategic Environmental Assessment (SEA) in the coming months was carried out by Mase with the operational support of Gse, of rse for the energy part, of Ispra for the environmental part and of Enea, PoliTo and PoliMi for the research and innovation part. The dicastery led by Minister Pichetto has also involved the other ministries with various competences in the process to achieve the environmental and energy objectives: Mef, Mit, Mimit, Mur and Masaf.
