The ISEE, the indicator of the equivalent economic situation, the efficient one which is increasingly used as a marker to determine who to assign bonuses and other subsidized social services aimed at citizens. The hypothesis has recently been put forward of introducing it as a limit also for the so-called culture bonus, an incentive worth 500 euros assigned to 18-year-olds through the 18App, the ministry’s platform, to be able to purchase goods and services in the cultural sphere. The government has announced that the measure will undergo a structural reform with the intention of assigning it only to medium-low incomes. The ISEE is an indicator that frames the economic situation of the family nucleus and not just of the single individual who can take advantage of the measure.

What it contains and how to request the Dsu

The marker of the economic situation represents a sort of “identity card” of all the people who make up a family nucleus, by which we mean all those who live together in a given house. It measures the overall economic level considering items of “wealth” such as, for example, income, assets, real estate, financial income. The calculation is made on the basis of the data indicated in the Single Substitute Declaration (Dsu) – a document that contains the personal, income and asset information necessary to describe the economic situation of the family nucleus – and, regardless of the period in which it is presented, remains valid until 31 December of the year for which it is requested. All citizens residing in Italy who need it to access social services can request it. There are three ways to present the document:
1) through INPS, by filling in the Dsu online and using the service available on the institute’s website (at this link);
2) through the Caf, Tax Assistance Centre, whose offices provide free assistance to citizens on the basis of an agreement entered into with INPS;
3) with a pre-compiled version of the ISEE. legislation active since 2020 which introduces a DSU pre-compiled with data provided by the Revenue Agency and INPS, to which the citizen must add the self-declared ones. The model is always available on the INPS website (at this link), also making available three tutorials that explain the different phases step by step.

The family nucleus

The Dsu is made up of what are called “modules” and in each one information is requested such as the composition of the family nucleus, the house of residence, the personal data of each individual member of the family nucleus, the movable assets (with which references are made to money both in the cash version, such as current accounts, and in the form of investments, such as post office bonds or government bonds), real estate assets; incomes; any checks received; the possession of vehicles. As anticipated, a family nucleus refers to a group of people living together and residing in the same house who are related by kinship, marriage or emotional ties, affinity, adoption and guardianship.

The different types of Isee

Since 2017, the ISEE has been profoundly renewed in the procedures and evaluation criteria. In fact, in addition to the “standard” version, valid for the generality of subsidized social benefits, there are various other types of ISEE depending on the service for which they are requested and each of these has its own calculation methodology. The “university” one is necessary to allow young people access to benefits for the right to university study; the “social-health” one allows you to access, in fact, to social and health services, such as home assistance for people with disabilities and/or not self-sufficient or for admissions to protected social and healthcare residences; finally, the “minor age” ISEE, useful for the assignment of subsidized services aimed at minors who are children of parents who are not married to each other and do not live together. The services for which ISEE certification is most commonly requested are discounts on gas, water or electricity bills, on the Telecom and Rai license fee, on public transport, on university fees, concessions for the disabled and services such as the citizen’s income and the single universal check.
