But now Rocca will have to verify if there will be the conditions to reduce the Irap surcharge, the tax that companies pay, second only to that of Campania.

The area technician

Rocca was chosen as a candidate by the premier Giorgia Meloninot only for its past in the Youth Frontbut also for his expertise in health care: in 2003, when he was in the centre-right at the head of the Lazio Region with Francesco Storace, was first commissioner of the Sant’Andrea hospital in Rome and then general manager. He was also a member of the steering committee of the Lazzaro Spallanzani National Institute for Infectious Diseases from 2007 to 2010. Finally, in 2013 he was elected national president of the Italian Red Cross for the first time, a position he left on the eve of his candidacy for the presidency of the Lazio Region.

The balance in the coalition

After the policies of last September 25, it was obvious that the center-right candidate for governor would be chosen Brothers of Italy. But there are many reasons that prompted Meloni to prefer the former president of the Red Cross over more political figures of FdI, such as the vice president of the Chamber Fabio Rampelli (which for at least ten years has been in the shortlist of candidates for the Region for the centre-right) e Nicholas Procaccini, MEP and former mayor of Terracina. First of all, the forecast, which later turned out to be correct, that the centre-left candidate, the outgoing health councilor Alessio D’Amato, would have focused his electoral campaign precisely on health care. So a person in the industry was needed who could stand up to D’Amato. Secondly, Meloni wanted to give the Lega and Fdi the impression of not wanting to win big, avoiding the poor commitment of the allies (if not real friendly fire) during the electoral campaign.

The election campaign

And in fact, Rocca’s electoral campaign went ahead with some fluctuations, but without disbanding. Little impact had his old three-year sentence for drug dealing (“38 years have passed, at the time I was only 19 and I was full of problems and fragility,” he said). Just as his words on the area were immediately clarified Tor Vergata, intended by the dossier (already closed) for Rome’s candidacy to host Expo 2030: first he spoke of the need to find “better areas”, then the clarification (“Never said he was against Tor Vergata”). Same process for his words on the waste-to-energy plant in Rome: «The waste-to-energy plant alone is not the answer», he said, to then clarify within a few hours («I have not said any “no” to thermocombustion»). The latter is a delicate issue: Lega and Fi are in favor of the waste-to-energy plant, while FdI is against it (even if it certainly won’t make M5S-style barricades against the project).
