Mattarella’s start in the Studio alla Vetrata on Thursday 20 October. If no political hitches arise, the 61st government of the Republic could take the oath on Sunday or Monday. Here are all the consultation rooms

, the negotiations for the composition of the new government led by the center-right are well advanced. The next key step, after the establishment of the Chambers and the beginning of the 19th legislature
will be the start of consultations. The President of the Republic Sergio Mattarella should receive the party leaders, with the relative group leaders of the Chamber and Senate, starting from Thursday 20 October.

With a note, usually read by the secretary general of the Quirinale, Ugo Zampetti will communicate the opening of the doors of the study to the window, place where Sergio Mattarella receives delegations. and given the small number of parliamentary groups, on this occasion the consultations could last a day and a half at most. So between the evening of 21 October and the morning of 22 Giorgia Meloni, if all the fogs in the center-right are cleared, she could receive the task of forming the government. Also in those hours Mario Draghi, prime minister in office for current affairs, should land in Rome on his return from his last European Council in Brussels. And the assignment to Meloni will come only after this moment, for institutional etiquette. Out of statistical curiosity: the longest formation of a government touches the record of 88 days, for the birth of the Conte 1 government. The formation of the government is regulated by article 92 of the Constitution which states: The President of the Republic appoints the President of the Council of Ministers and, upon his proposal, the Ministers.

Once the head of state appoints the prime minister, he usually accepts conditionally and conducts consultations with parties willing to support his executive. Four times the premier accepted without reservation, the last time in 2008 when Silvio Berlusconi was appointed by the then president Giorgio Napolitano. If, on the other hand, the prime minister in charge makes a tour of the horizon with the parties, a program begins to be formed and a list of ministers is drawn up. In front of a net result usually in a few hours, at most one or two days, these consultations are also concluded.

If the consultations of the prime minister in charge are successful, he returns to the Quirinale, dissolves the reserve and is appointed prime minister. Upon leaving the Studio alla Vetrata, where he has just spoken with the President of the Republic, the new prime minister reads the list of ministers.

The next day or even a few hours after the reserve is dissolved (the minimum record is the four hours it took to set up the oath of the Gentiloni government), the Prime Minister and the ministers swear at the Quirinale in the hands of the President of the Republic. If political hitches do not arise, the government could therefore swear by Sunday, Monday or Tuesday at the latest.

Having come down from the Quirinale hill, the premier goes to Palazzo Chigi, the seat of the government, where he is welcomed by the outgoing premier. On the first floor, in the Galer room, the outgoing premier hands the bell over to the new one, whose trill starts the meeting of the Council of Ministers. At this point the outgoing premier leaves Palazzo Chigi and the new prime minister meets for the first time the Council of Ministers during which the undersecretary to the presidency of the Council and secretary of the Council is appointed and the proxies are assigned to the ministers without portfolio. The government is officially in charge and can begin to pass decrees and bills, the main tools of its activity.

Once he is sworn in, the premier takes a day or two to write the keynote speech with which he will present himself to the Chambers (this time it should start with Montecitorio) to ask for trust, within ten days of his appointment. With the new numbers of MPs, 201s in the House and 104s in the Senate will now be needed. It should be noted that the government is already officially operational even before the trust and the premier can already attend international summits. Once the trust has been collected, the executive is in full swing and can begin to work.
