The president of the Senate, Ignazio La Russa, has relaunched an old passion of his, that of the mini naja on a voluntary basis. La Russa declared that he supported the presentation at Palazzo Madama of a bill that allows young Italians to spend forty days of their lives in the army: that is, the period, at the time of compulsory military service, dedicated to the Car.

The 2010 trial

In reality, the idea of ​​the president of the Senate has its roots in the times of the fourth Berlusconi government: law 122 of 2010, approved when he was the defense minister, foresaw, for the three-year period 2010-2012, the organization experimental training courses of a theoretical-practical nature in the departments of the Armed Forces. The mini-naja proposed in 2010 proposed by La Russa obtained funds for a three-year allocation. The experimentation involved one hundred boys and forty-five girls between the ages of 18 and 30.

The progressive abolition that began with Mattarella

Compulsory military service in Italy was actually established with the birth of the Kingdom of Italy in 1861 and continued until 2004, the year in which the second Berlusconi government abolished it. The compulsory military service was even included in article 52 of the Constitution. The debate on a progressive abolition of the naja (it remained in the event of war or particular crises) had already begun during the D’Alema government, when Sergio Mattarella was Minister of Defense.

Salvini and the reintroduction

Not for the first time, the center-right has pressed for a reintroduction (albeit in this case voluntary). At the time of the yellow-green government, the then deputy prime minister Matteo Salvini proposed compulsory conscription, without being able to win it. The leader of the League returned to the subject several times again this year.

Compulsory civil service

In the centre-left, on the other hand, over the last decade there has been talk of introducing compulsory civil service. The suggestion was hypothesized by the main exponents of the area: from Romano Prodi to the then secretary of the dem Matteo Renzi.

At present, only 49 countries in the world still adopt compulsory military service. In Europe, the countries where the naja still takes place are Switzerland, Austria, Sweden, Greece, Finland, Estonia and Lithuania.
