We will talk about the Salva-Stati Fund again very calmly after the summer, not before November. in fact, the request for suspension of the majority passed without any parliamentary hitch, which in fact prevented the discussion on 6 July in the Chamber of Deputies on a measure that has been dividing the sides for months and much awaited by Brussels. With 195 votes in favor and 117 against, Montecitorio decided to suspend parliamentary ratification of the measure without appeal for four months. This is the reform of the European Stability Mechanism established in 2012, which had already been approved at European level by the previous Conte 2 government. Parliamentary ratification is therefore needed to bring it into force and Italy under the lens of the whole Eurozone being remained the only country in the Union that has not ratified it.

The long suspension had already been announced for days, and therefore metabolized, for which the tone in the Chamber did not rise and the protests of the oppositions (the ones who approved the text were mostly the representatives of Pd, Action-IV and +Europe ) were all in all contained. Indeed, they have concentrated on mocking the majority’s choice to proceed with a postponement which certainly distances but does not resolve what is undoubtedly a problem for the government of Giorgia Meloni. In fact, many, even the majority, do not hide that the postponement to November entails at least a couple of risks: the European elections (June 2024) will be closer and therefore the internal conflict will be more heated; in those weeks the budget law will be in full swing and the Commission will be even more attentive than usual towards Italy. To all of this we must add that ratification must necessarily arrive by the end of the year, under penalty of returning to the old Mes of 2012. It is therefore understandable that both in the corridors of the Commission and in various chancelleries of the Eurozone countries, people look with apprehension at a postponement that moves the ratification dangerously close to the dead-line.

Italy, the humble country that has not ratified the Mes

Italy thus remains the last country not to have ratified an important instrument. We have never seen a majority run away on such an important issue, underlines Chiara Braga for the Democratic Party and adds: even today you decide not to decide. The Italian situation will not unlock. The government’s only result is to block the entry into force of a useful instrument and to weaken Italy’s credibility vis-à-vis Europe. In fact, the Democratic Party is putting its finger in the wound because the majority has been wavering for weeks in search of a solution between the intransigent opposition of the League, the more communicative one of Forza Italia and the premier’s realpolitik.

The accusations

On the other hand, Luana Zanella of Avs speaks of Italian comedy, underlining that the question of ratification continues to be an embarrassment for the government and the majority that supports it. All postponed for four months, just to make Europe look mean, knowing that in the end, in any case, ratification will come. A purely ideological choice, which only wastes our time and credibility.
