Gualtieri presents the Dpcm together with the undersecretary to the Prime Minister with the 87 “non-deferable and urgent” interventions. The capital is preparing to change its face, but to hurry up the funds will be managed by the MEF. The mayor, not at all offended, rejoices

To renovate Rome we need the Jubilee. Robert Gualtieri he rejoices sitting on the stage of the multipurpose hall of the Prime Minister’s Office. Sitting next to him is Alfredo Mantovanoundersecretary of Palazzo Chigi. The Dpcm is presented to the press, listing “the works that cannot be postponed and urgent” for the 2025 Jubilee, 87 interventions for a total of 1.8 billion of interventions for the capital that finally, thanks to this act, will be able to leave. “If you add up the money from the Pnrr of Caput mundi and other jubilee resources with non-direct sources of funding, you get to almost 4 billion”, explained the mayor with great satisfaction. Gualtieri this morning in the Vatican personally anticipated to Pope Francis the plan developed to get the capital ready for the holy year. A big sigh of relief since, thanks to the elections, the Dpcm arrived a little late. “I thank the government for being really quick after taking office, the accumulated delay for the electoral deadlines we will try to recover it by limiting bureaucratic times through the commissioner’s instruments, but only when necessary, for example by shortening the times of the services conference, but never skipping steps”, explained the mayor, also clarifying that the time schedule for each work, quarter by quarter, contained in the Dpcm could undergo changes.

Also Mantovano admitted: “At each Jubilee it is never possible to complete the entire number of works that have been set, but our goal is to minimize this residue, leave it to a physiological dimension, for this reason I will convene the operating group at fairly close intervals, even every 15 days, to have constant monitoring of the development of the works and also of the things that need to be adjusted during construction”. In short, the government will be very involved (after all, Gualtieri plays the role of commissioner of the presidency of the council in the control room for the holy year).

To the mayor’s great jubilation, the majority of the funds will not be contracted out by the Campidoglio, but by a joint-stock company of the Mef, the Giubileo 2025 spa. The managing director, designated by the Dpcm which established the company on June 15, is Marco Sangiorgio, former general manager of Cdp investments, while the president is Matteo Del Fante, super manager of the state today CEO of Poste. However, the mayor does not experience the issue as a commissioner at all of the commissioner (remember that Gualtieri is in any case in charge of the administrative machinery on behalf of the government). On the contrary. That’s a great deal of liability reliefof very insidious penal risks that occur whenever there are billions to spend, but also a way to go faster. The Dpcm’s detailed program proposal has in fact identified various implementing subjects to distribute the load of implementing the program over a large number of subjects and therefore do everything more quickly. The Giubileo 2025 company will be the actuator and contracting station for 19 interventions, only the contracting station for another 17, for a total value, for all the interventions, of approximately 344 million euros. THEThe rest of the interventions will be distributed between Rome Capital, the Lazio Region, the State Property Agency, the Ferrovie dello Stato group and various in-house companies (Atac, Roma Servizi Mobilità, Astral), but also Mibac and the Diocese of Rome.

But its legal term of Jubilee 2025 already promises delays: unless it is terminated early, it will expire on 31 December 2026. Mantovano has promised to work from today: “We will meet every 15 days with the operational group to constantly monitor the progress of the works and solve any problems”. A second Dpcm will also arrive in the coming weeks with the complementary works for a value of 300 million.

Meanwhile, the main interventions focus on mobility, welcoming pilgrims, the environment and the redevelopment of various spaces. Going from a bird’s eye view, it ranges from new trains for metro A and C and 450 new stops with smart shelters for waiting for the buses, to the reconstruction of the sidewalks in various parts of the city, from redevelopment of Piazza dei Cinquencento and piazza Risorgimento al new homeless center in Pietralatafromyouth hostel in the former asylum of Santa Maria della Pietà the resurfacing of the Lungotevere and the bridges and the completion of the cycle path from Monte Ciocci to San Pietro, from new five parks overlooking the Tiber to the extraordinary maintenance of all the historic villas, from pedestrianization of via della Conciliazione up to 100 million for the extraordinary maintenance of all roads or 150 for the completion of the incomplete par excellence of the capital, Calatrava’s sail.

A unique opportunity for Rome. The demonstration of the importance of major works even just for the maintenance of the capital. Gualtieri can gloat.
