More than 400,000 families, for a total of 615,000 people, will no longer be covered by the Citizenship Income. It means about one family out of 3 and one person out of 4. In fact, in the first quarter of this year, there were 1.1 million households receiving income for a total of 2.5 million individuals. The audiences of those who will lose the poverty benefit as so-called employable estimated in the technical report accompanying the decree law of May 1st which changed, among other things, the citizen’s income.

But let’s go in order. The reform established two benefits. The first is called Inclusion Check. Scatter from next January, and very similar to the current income. But it can only be requested by families in which there is at least one disabled person or a minor or an over 60. The ISEE and income requirements have remained the same (not exceeding 9,360 and 6 thousand euros respectively) and also the maximum amount obtainable: 500 euros a month for a single (when the family has several members, different multipliers are applied according to the presence of minors, the disabled and the elderly) plus a sum of up to 280 euros if the family lives in rented accommodation. The grant will last a maximum of 18 months and may be requested again, after a one-month suspension, each time for a maximum of 12 months.

Who will get the new subsidy

To estimate the number of beneficiaries of this new poverty subsidy, the technical report starts from households with income and citizenship pension in December 2022, i.e. 1,168,722 households. From this base it extrapolates families with minors, the elderly and the disabled and finally widens the audience of foreign households (from about 125 thousand to 200 thousand) because the reform has reduced the requirement of residence in Italy from 10 to 5 years. Thus he arrives at the result of estimating that in 2024 the families who on average will receive the inclusion allowance are 733 thousand. A number that rises slightly in the following years, up to a maximum of 808 thousand in 2033. The expected expenditure starts from 5.5 billion in 2024 and rises slightly, up to 6 billion in 2033. If the 5.5 billion are divided by the 733 thousand beneficiary families in 2024 receive an average monthly allowance of almost 625 euros per month: more than the 572 euros paid on average last March to recipients of income and citizenship pension.

Work support

But the music totally changes when you move on to examine the second benefit since the reform, the one intended for 18-59 year olds able to work. It’s called Support for training and work. Starting from 1st September 2023. It consists of a check for an amount not exceeding 350 euros in the form of an allowance for participation in training projects and other active policies and in activities such as socially useful work, for the duration of the same. Therefore, if, for example, the adult participates in a two-month course, he can request the benefit only for two months. In any case this indemnity cannot be taken for more than 12 months, non-repeatable. The requirements are more stringent, since the ISEE cannot exceed 6 thousand euros. The technical report estimates 436,000 households potentially affected by the measure, for a total of 615,000 people. Of these, it is expected that 322,000 will receive support for an expenditure of 1.3 billion.

Estimates that the same technicians who formulated them, with the microphones off, consider very optimistic. In fact, the report assumes that more than one in two people find a training course and that it lasts for 12 months. But it will very unlikely be so and as some of the experts say, well that goes, we will spend half of the 1.3 billion expected in 2024. In any case, the number of people who can be employed will be drastically reduced, as the service cannot be repeated. So from 2027 onwards they will not exceed 133 thousand. As further proof that the over 600,000 employable people covered by the income so far will soon have to make do.
