Strengthening of the wedge cut as early as July, fewer constraints for fixed-term contracts and reform of the Citizenship Income, which will now be called Inclusion check. But also reliefs for those who hire young “Neet” (i.e. those who do not work or study), more protection in the school-work alternation and extension of smart working. After the Senate, the Chamber also gave the green light to the new labor decree, which was therefore converted into law: here are the main changes decided by the government.

Wedge cut

As early as July, some income brackets will benefit from larger payrolls. For workers with gross wages of up to 25,000 euros, the exemption goes from 3 to 7 percent: approximately equivalent to 96 euros per month, which becomes 480 over 5 months. For salaries up to 35 thousand euros, the cut goes from 2 to 6 percent: a monthly benefit of 99 euros, 493 euros over 5 months. Important to underline that the discounts will remain effective only until December 31 of this year: after which the government has promised to seek other resources to extend them or even make them structural.

The new inclusion check

The reform of the Citizenship Income will become a reality in January, changing its name to “Inclusion allowance”. The threshold to be able to access it will always be an ISEE not exceeding 9,360 euros, with a family income of less than 6 thousand euros per year. The nucleuses involved will be those with disabilities, minors, over 60s and with disadvantaged members included in certified care or assistance programs. The amount will go up to 500 euros per month (6 thousand euros per year), with a rent contribution of up to 280 euros per month (3,360 per year). For households made up entirely of people at least 67 or seriously disabled, the subsidy will reach 630 euros per month (7,560 euros a year), with a 150-euro monthly rent contribution (1,800 euros a year).

The benefits will be paid for up to 18 months. After that, a month’s stop will start, after which contributions can be requested for another 12 months. According to the technical report associated with the decree, the inclusion allowance will be received by 733,000 families.

Incentives for those who hire young NEETs or recipients of the Check

From 1 June until the end of the year, employers who hire young people who are not working and not following courses of study (and enrolled in the “Youth Employment Initiative”) receive an incentive equal to 60 percent of the recognized gross monthly salary . A bonus that can be combined with other incentives.

Furthermore, anyone who hires a beneficiary of the new Inclusion Grant on a permanent contract is granted a 100 percent contribution exemption, i.e. up to 8,000 euros a year, for 12 months. If on a fixed-term basis, the relief drops to 50 per cent, up to a maximum of 4,000 euros a year, always for 12 months.

How fixed-term contracts change

The rules for fixed-term contracts have changed: up to 12 months, the reasons for extensions and renewals of contracts disappear, which will therefore be less binding. Over the 12 months, the government effectively scrapped the reasons provided for by the “dignity decree” to introduce three new ones: technical requirements, organizational requirements identified by the parties, replacement of other workers.

More protection in the school-work alternation

The companies that will welcome the pupils of the school-work alternation from September will have to fill in a specific section of the Risk Assessment Document (DVR), so as to guarantee, in the government’s ambitions, greater safety during the performance of the activity. There will also be a coordinator teacher for each specific project, together with a central platform managed by the Ministry of Education.

Extension of smart working

The right to smart working for workers – expiring today – is extended until 31 December in the private sector (with the exception of parental couples where the other member does not work) and until 30 September for the public administration, for fragile workers only.

Bonus for workers in the tourism sector

In the period from 1 June to 21 September, employees in the tourism sector with income not exceeding 40 thousand euros are granted an extra sum – which does not contribute to income – equal to 15 percent of the gross salary paid for night work It is extraordinary.
