The Court of Auditors rejects the tax amnesties, a flop in terms of receipts for the state. The judges underline how the various provisions adopted between 2016 and 2018 “have seen the presentation of more than 4.1 million applications for 53.8 billion in expected revenue, of which over 33.6 billion was omitted payment». According to the Court of Auditors there is the “need to definitively abandon recourse to provisions which offer, due to the difficulties of recovery (and for budgetary reasons), the facilitated settlement of the debts registered in the register and which, in addition to having a negative impact on equitable terms and on everyone’s contribution to the financing of public services, risk leading to further inequities”.

Enrico Flaccadoro, president of the coordination of the joint sections of the Court of Auditors, explains that in terms of financial effects, «in the action of the tax administration automatic controls continue to prevail (11.3 billion revenues in 2022)while less results are produced by the activities aimed at identifying the tax bases and undeclared taxes (5.8 billion revenues from substantial control activities in 2022)”.

The judges therefore call for full use of the tax databases and, in particular, those relating to electronic invoices and financial reports that can help contain evasion (which is on the increase, as we were reporting here). «The results of the substantial control activity are characterized by the high concentration on a limited number of relevant positions (56% of the 2022 revenues from substantial controls can be referred to amounts greater than 10 million), an action should also be strengthened more extensive necessary to counter the widespread tax evasion that still characterizes the Italian situation», he adds.
