“Italy needs a democracy that decides”, says the president emeritus of the Chamber loud and clear Luciano Violante which, having ascertained the need for an executive endowed with the powers it does not have today and with the prerogatives that are dreamed of today, remains opposed to the hypothesis of presidentialism and direct election of the prime minister. “Presidentialism, being devoid of arbiters, only works in pacified societies, and this is not the case in contemporary societies crossed by profound conflicts. It is no coincidence that it is in crisis both in the United States and, in the semi-presidential version, in France where the presidents, in recent years, have been chosen by a small minority of voters. In the Italian case, then, semi-presidentialism would require the modification of two thirds of the Constitution, of the CSM, of the Constitutional Court; not to mention that in the experience of our country the role of arbiter of the President of the Republic has often been decisive. Limiting it would be wrong.”
