The Pnrr saves itself by talking less about money and more about reforms

Will Italy be able to spend all the resources of the Pnrr? The confrontation between Minister Raffaele Fitto and the European Commission mainly concerns our country’s concrete ability to meet deadlines (which many doubt, even within the government, aware of the experience of the structural funds) and the hope of moving the European money towards more flexible instruments or with longer maturities, such as social cohesion funds and the 2021-27 programming. Speaking in Corriere a few days ago, Fitto claimed the changes in the management of the Plan and the timely and effective connection between Rome and Brussels. However, this understandable emphasis on the procedural and operational aspects risks overshadowing the most politically important aspect of the Plan, namely that of the reforms.
