The recent enabling law on tax reform presented by the Meloni government has many aspects in common with that of the Draghi government, it is true. But sometimes a few words are enough to reveal big differences. On personal income tax, for example, Draghi’s delegation was inspired by the dual model, while Meloni’s indicates the flat tax as a long-term goal. The dual scheme – which taxes all capital income at the lowest income tax rate, to which other income is progressively subjected – refers to two related objectives: to treat the different types of income in a homogeneous way and to maintain a good degree of progression.
