Open discussion in the majority on the changes to the Superbonus launched with the new Pnrr decree. Given that from today for interventions related to building bonuses, the options of the discount on the invoice and the transfer of credit instead of the deduction can no longer be used, in the government the debate on the tightening is heated. If the Minister of Economy, Giancarlo Giorgetti, referring to the Superbonus measure, spoke of “an unholy policy”, the Minister of Agriculture, FFrancesco Lollobrigida. “I don’t see a big case – he says -. We had bonus provisions that we reported as income. The Superbonus, as it is structured, has changed during construction. I remember Draghi’s harsh words who blamed this system for a real disaster». The minister added: «We are faced with a situation that we must remedy. Already on Thursday the will to address the issue emerged taking into account that what happened is simply, economically and financially, unreasonable and dangerous.”

Criticalities

However, the minister referred to the need for an active confrontation to meet the construction companies. “Let alone – he added – if we in the majority, do not try every day to address all the problems that may arise by trying to find solutions”. Solutions, which according to the minister must be “capable of safeguarding the most important thing which is our business world and on the other hand public finance because it is the wallet of citizens”. The line thus appears on the one hand to unravel the enormous mass of stranded tax credits and to secure public finances. Overall, according to Enea data, the Superbonus is worth 65 billion euros of investments eligible for deduction at the end of January 2023. With the most numerous interventions for single-family buildings (215,105 construction sites), followed by functionally independent units, i.e. detached houses (105,945 construction sites) and finally the condominiums with 51,247 construction sites.

The protests of builders and unions

ANCE, the national association of builders, has spoken of liquidity risk for thousands of companies in the sector which could block construction sites. With the stoppage of the supply chain linked to bonuses, there are fears of important repercussions on the job front, so much so that even the unions rail against the law: «We ask – Fillea-Cgil writes – the government to change its mind, otherwise we will ask our friends at Cisl and Uil to evaluate the general strike of the Italian construction workers, five years after the last one».
