The Ministry of Culture is preparing to make 100 new hires, the personnel will also be managerial but above all technical. In fact, up to a maximum of ten of these will be assigned to the offices directly collaborating with Minister Gennaro Sangiuliano, with teams also unrelated to the public administration, while the remaining 90 are the positions that will be assigned to technical figures capable of ensuring the increased functions of the ministry of culture, also connected to the interventions related to the Pnrr. what is established in the new decree on Public Administration, called “dl Pa-bis” to distinguish it from the one already being converted in Parliament, which was approved on Thursday 15 June in the Council of Ministers.

Off to the Ep Area, high professionalism

Among the novelties of the provision there is also the first real development of the Ep area, high professionalism, also known as the Fourth area, by which we mean an intermediate level between managers and civil servants and for which a salary of up to 70,000 is envisaged. euros per year. was created from the new contracts signed by the unions and by Aran, the agency that deals with renewals for the government, in order to welcome super-technicians, such as designers, engineers, green transition experts, engaged in the implementation of the Pnrr. The same text of the decree reiterates it: to allow for the strengthening of the organizational capacity of the Ministry of Culture and to guarantee the effectiveness of the related actions, we read, the organic endowment of the department increased by 100 units of non-managerial personnel, to be classified in the ambit of the Area of ​​High Professionalism.

The contingent of advisers, including the deputy heads of the offices directly collaborating with Minister Sangiuliano, is also increased by a total of ten units. For this new staff – who will be selected through a competition, as envisaged by the provision – an expenditure equal to 606 thousand euros for 2023 and 1.2 million per year from 2024. The ministry is also authorized to hire with permanent employment contracts, through public bankruptcy procedures, even without the prior experimentation of mobility procedures. For this item, the total authorized expenditure of over 9.6 million per year from 2024 onwards.
