“It seems that we are faced with a new acceleration of the process of differentiated regional autonomy against which the National Committee of the PNA reconfirms its negative judgment on an institutional reform which, since it risks widening the inequalities between citizens and territories and breaking national unity by diversifying the social and civil rights of citizens paves the way for an upheaval of the anti-fascist Constitution – continues the Anpi – Therefore the National Committee of the Anpi reiterates that articles 116 and 117 of the Constitution must be interpreted on the basis of article 5 of the same which, in reaffirming the indivisible unity of the Republic, lays the foundations for a solidary and non-competitive regionalism. “.

The Anpi also believes that “the use of Pnrr resources must be constantly monitored so that they are primarily aimed at resolving the gap in social and economic infrastructure between the North-Central and South of the country; the resources assigned to the Regions must be transparent and traceable ; the levels of performance must be uniform and universal and not simply essential for the entire territory of the Republic and must be adequately financed; the Parliament, as owner of the legislative power, must be fully vested with the discussion on matters that can be delegated to the Regions by canceling the State-Regions agreement process; a clause of supremacy of state law should be established for the protection of the national interest; article 143 should be canceled from the budget law”.

“The National Committee also decides to meet associations and political parties in order to reiterate the position of the PNA, to plan joint actions for the mobilization of citizens, to initiate a public reflection on how regionalism has been implemented up to now, on its effectiveness and its impact on municipal autonomy.It also supports the popular initiative bill for the modification of Articles 116 and 117 of the Constitution promoted by Massimo Villone and others, because it contains many of the proposals reported here and can be a useful tool to disseminate them and broaden the debate on differentiated autonomy; therefore urges Anpi members and citizens to sign the bill and to promote awareness of it through public initiatives”, concludes Anpi.
