In the period January-February 2023, tax revenues ascertained on the basis of the juridical competence criterion amounted to 78,161 million euros, 875 million euros less, or 1.1% less than in the same period of 2022. This was communicated a note from the Ministry of the Economy and Finance explaining that the change due to the contraction in the yield of the substitute tax on capital income and capital gains due to the results of managed savings in 2022 compared to 2021, and of the tax active value of pension funds due to the negative result of the returns of the various supplementary forms in 2022.

Furthermore, the Mef points out again, that from the year 2023 some changes have been introduced to the criteria for recording the budget items between tax revenue and non-tax revenue which determine inconsistency with respect to the months/periods of the years 2022/2023. Making the comparison homogeneous, through the unbundling of the reclassified items, tax revenues instead showed a growth of 0.3%.

The revenue from direct taxes (such as personal income tax) falls

In particular, in the months of January-February direct taxes recorded a decrease in revenue (-1,507 million euros, -3.1%), while indirect taxes recorded an increase of 632 million euros (+2.1 %). Tax revenues deriving from assessment and control activities showed an increase in revenue of 203 million euro (+14.4%). Finally, with regard to the month of February 2023 alone, tax revenues amounted to 36,393 million euros (-1,382 million euros, -3.7% compared to the same month of 2022). Direct taxes, such as personal income tax, showed a decrease in revenue of 2,442 million euros (-12.0%) while for indirect taxes, such as VAT, the positive trend and collection equal to 1,060 million euros (+ 6.1%). This is also an effect of the increase in inflation, which inflates consumer prices and therefore VAT collection.
