We are moving towards a quick solution to allow the transfer of building credits accrued in 2022, but currently blocked in the bank approval process and with the March 31 deadline threatening their forfeiture (they must be registered by that date with the Revenue Agency ). The government would be ready, through a “press release”, to give a favorable opinion on the solution identified in recent days by the supervisor of the Superbonus decree, Andrea de Bertoldi (Fdi), which allows register the credit on the Revenue Agency platform from the moment it is taken over by the bank.
Notification to the bank
In other words, the solution to unblocking problem loans would be to consider how delivered within the deadlines credits for which an application has simply been presented to the bank. This possibility is now envisaged in an amendment to the decree presented by the Brothers of Italy, an amendment which could be adopted by the rapporteur.
The formula of the press release reads
Regulatory coverage would be ensured by the publication by the Ministry of the Economy of a so-called «press release» announcing a favorable opinion on this intervention, which could become operational immediately anticipating the conversion of the decree into law. Immediately afterwards, the Revenue Agency would activate the platform for registering the credit.
The F24 match
As a general solution for non-performing credits, the hypothesis of resorting to offsetting credits with the F24s entrusted by taxpayers to banks is strengthened. On this path, amendments have been presented by the various parliamentary groups (in all, over 300 amendments arrived during the discussion for the conversion into law of the Superbonus decree law) and a synthesis could be found through an amendment by the rapporteur who would also collect the requests of the government.
The charge of the amendments
There are precisely 311 proposals to amend the superbonus decree presented within the deadline in the Finance Committee in the Chamber. Thursday at 14 the committee is expected to meet on admissibility.
