The most probable scenario is that today's meeting at Palazzo Chigi will not solve the problem of the 15 billion that companies complain they have "stranded" in their tax drawers. A substantial government delegation, headed by the undersecretary to the Mantuan Council Presidency, will first receive the leaders of Abi, Cdp and Sace, then those of the trade associations (starting with Ance and Confindustria), trying to reassure all interlocutors. However, a solution will still take time.
There are two hypotheses under study.
The first, securitization, is a market instrument, but Treasury technicians are more than sceptical.
The second providesthe intervention of the banks through the compensation of the tax credits with the F24 of the taxes collected for the customers.
Before taking any decision, the government awaits the final opinion (expected for Wednesday) from Eurostat, to find out which criterion applies to the calculation of tax rebates for public finance purposes. The government's concern is to prevent the effects of a new credit release law from being calculated in the 2023 deficit, thus jeopardizing any public finance intervention for the rest of the year.
