The new, or the new, owner of Education will have to continue in the path of innovation between the desks and in the chair started by the outgoing minister Patrizio Bianchi with the Pnrr, which allocates over 17 billion to the sector (but which must now be completed). The plan to transform at least 100,000 traditional classrooms into innovative learning places and create workshops for the “digital professions of the future” in second-cycle schools has started. A portion of the funds (2.1 billion total) have already reached schools, which now, however, must be supported in the planning phase to really push educational innovation.

The relaunch of technical education

Then there is the relaunch of the entire chain of technical training; the reform of the Its Academy has been law since July, but the 19 implementing measures are missing (this summer the ordinary fund of 48.3 million was distributed, but the “one-off” 1.5 billion allocated by the Pnrr). The restyling of technical and professional institutes has also just started. But even here we need regulations and implementing decrees, to restore dignity and value to these paths of absolute excellence and fundamental for our industry.

Over 4 years and languages

Among the dossiers that always concern students, which the next minister, or minister, of education will inherit, there is also the experimentation of high school at four years, a reality in several EU countries. The goal of the Pnrr is to reach a thousand classes; it will be up to the new government to join him. This year we stopped at about half. Just as there is a need to relaunch quality school-work alternation, apprenticeships, which must be really simplified and become the entrance channel for young people into the world of work, as well as guidance, to be revolutionized and started from the first cycle of studies (Neet and school dropouts have dramatically increased). Then there is openness to the world and to language skills. The Clil methodology, teaching in a foreign language of a non-linguistic subject, has also been extended to elementary and middle schools; now it is a question of accelerating on languages, and on international mobility experiences (also held back by Covid).

The learning emergency

The learning gap is now an emergency monstre: one out of two students leaves school without having reached the basic levels in Italian, mathematics, English. It is even worse in the South and in the most disadvantaged family and territorial realities. Here you have to run, implementing the Pnrr well. And we need a clear word on Invalsi, which represents a leg of an evaluation system of the Italian school that we cannot fail to have.

Turning to the teachers, the renewal of the CCNL is at stake, which affects about 850 thousand teachers. The promise, already from the previous executives, is the “three-figure” increase; in recent months, negotiations have started at Aran. Additional resources are sought with respect to the two billion already foreseen to reach the goal, and to increase the salaries that occupy the slums of the PA and in international relations (Mef and OECD sources). Bianchi’s surprise move is the proposal to use over 300 million from the Fund for the improvement of the training offer, provided for in the last maneuver, and intended for the enhancement of the teaching profession. It remains to be seen whether the negotiations will now accelerate; or we will talk about it with the new government.
