More than 1.2 million school and university teachers are affected by the school contract for the three-year period 2019-2021, signed yesterday Friday 14 July in Aran (Agency for the negotiating representation of public administrations) by all trade unions, excluding Uil school. As agreed in the long negotiation, as well as a series of safeguards and regulations also for smart working, the average monthly amount increased by 124 euros gross, partly already disbursed in recent months with the resources provided for by the 2022 budget law (about 300 million euros from the Fund for the improvement of the training offer, Fmof). The rest, however, will arrive with the October paycheck, once the bureaucratic process that requires the go-ahead from all the ministries involved and the definitive one from the Charter of Accounts is over.

ATA and Dsga staff

The main changes, as highlighted by the Minister of Education, Giuseppe Valditara, also concern the remuneration for ATA (administrative, technical and auxiliary) and Dsga (general and administrative services managers) personnel, who will receive an increase of 94 and 190 respectively euro.The new contract marks a important step forward towards ever greater valorisation of all the school staff – he commented -. Furthermore, the functions of the tutor teacher and guidance teacher have been transposed into contracts and this will allow the definitive affirmation of the principle of personalization of education, underlining the centrality of the person of the student in the system.

The other safeguards

Precarious staff, teachers and ATAs are granted greater protection with the possibility of using three paid days of leave for personal or family reasons. Some rules, then, regulate working conditions in response to various problems that emerged during the period of Dad (distance learning). The non-teaching activity is allowed remotely: for example, Teacher meetings can be held remotely if of a non-deliberative nature and programming hours in elementary school. Furthermore, the activity of tutors and guidance counselors is regulated, two new figures introduced by the ministry and who now have a professional framework.

New increases

The new school collective bargaining agreement recognizes a further stable increase in teachers’ professional remuneration (RPD), which materializes the political agreement reached in November 2022. The total value will be between 194.80 euros and 304.30 euros per month (for an increase from 10 .30 to 16.10 euros). a growth of the accessory individual compensation (CIA) is also expected, which leads to a total redetermined value ranging from 79.40 euros to 87.50 euros (increase between 6.70 and 7.40 euros). In addition there is also a 10% increase in the salaries of the additional hours for teachers financed with the Fmof.

Staff enhancement

With the aim of enhancing staff, the newly signed contract recognizes important career opportunities for the Ata category. In fact, it was possible to foresee a reorganization of the areas relating to office workers in educational institutions, offering concrete opportunities for professional development to an audience of around 182,000 employees. Indeed, with the financial resources raised by the Ministry of Education, the contract provides for the activation of vertical professional developments (also to encourage a qualified activity of assistance to the needs of pupils with disabilities), simplify the procedures for accessing economic positions (through faster training courses), assign new horizontal economic positions (the forecasts are 56,103) and set up a new system of professional profiles – both ATA and Dsga – who can be assigned a three-year assignment of highly professional qualification (with an increase in salary equal to 60 euros per month). To close the contract, an addition of 72 million euros put on the table by the government was decisive.
