A controversy that returns punctually and not without reason at every election: polling stations in elementary schools force them to close for a few days, with obvious inconvenience for families. This is why it is at least a small sign that for the regional elections of 12 and 13 February there are 155 municipalities in Lombardy and Lazio that have moved the polling stations out of the schools in view of the regional elections next Sunday and Monday. Where? In civic centers, municipal offices, neighborhood spaces.

These are 147 Lombard municipalities and just 8 Lazio municipalities, mostly small and medium-sized in both cases, with the exception of Bergamo. These are the results of the second survey “Stop polling stations in schools” promoted by the Scuola di Cittadinanzattiva which involved the 1,905 Municipalities of the two Regions affected by the elections, each of which was sent a communication via Pec. The request aimed to know if the municipal administration had evaluated the possibility or had already implemented, on the occasion of the imminent electoral round, to move the polling stations from the schools to other alternative locations, public or private, and what this had entailed in terms of organization and economic investments. But out of all the municipalities to which this question was asked, only 19% of the total answered, 155 (42%) have moved or will soon.

According to data released by the Ministry of the Interior, 88% of the 61,562 polling stations are located inside school buildings. In particular, approximately 75% of the buildings that house one or more polling stations are buildings intended for teaching and 35% of them have architectural barriers to access. The 155 Municipalities are added to the 78 surveyed by Cittadinanzattiva with the first survey, on the occasion of the administrative elections of June 2022.

“After the 2 million euro fund made available in 2021, and which 117 Municipalities benefited from – recalls Anna Lisa Mandorino, general secretary of Cittadinanzattiva – last year we asked the Government for a new allocation, possibly five-yearly, to facilitate the administrations in the identification and arrangement of alternative premises to school buildings. An appeal that went unheeded and which we are now renewing. The school is a public service that must not be interrupted and, rather than remaining ‘closed for elections’, school spaces should always be open and available of students, because it is a place in which to build new models of participation and active citizenship”.
