Public managers, the announcement for the new Sna course-competition by the end of the year: 352 places up for grabs

New year, new course-competition of the National School of Administration for public managers. The announcement for the admission of 352 students will be published by December in the Official Gazette, among which 294 executives will be selected for the Presidency of the Council of Ministers, various ministries and agencies, INPS, Inail and the National Labor Inspectorate.

The requirements to participate

The decree authorizing the ninth course-competition was signed by the Minister for Public Administration, Paolo Zangrillo, in agreement with the Minister of Economy, Giancarlo Giorgetti. Employees of public administrations in possession of the requisites envisaged by the law and all those who have obtained a master’s degree and a research doctorate or a specialization diploma or a second level university master can participate in the course-competition. To apply, simply access the inPA portal of the Department of Public Administration.

The “first time” of the guidelines for access to management

For the first time, the tender puts into practice the Guidelines for access to public management approved with a decree by the Minister for Public Administration of the Draghi Government, Renato Brunetta, on 28 September last, on the basis of the proposals of the Sna, after the understanding acquired in the Unified Conference. The heart of the new directives consists in the assessment, for future managers, not only of “knowledge”, but also of “know-how” and “know-how”, to be ascertained not only through the classic written tests, but also through situational tests and motivational interviews.

Zangrillo: «Human capital, a real challenge for an efficient PA»

“Let’s rethink the selection methods to respond to the new challenges of the Public Administration”, underlines the Minister for the Public Administration, Paolo Zangrillo. «With the course-competition, the administrations will strengthen their skills thanks to managers capable of enhancing human capital, which is the real challenge for having an efficient public administration, and equipped with skills aimed at creating public value. The new tests include criteria, inspired by those used by the best organizations, capable of assessing individual skills, aptitudes and motivations in addition to theoretical notions.

Severino: «An announcement every year, promise kept»

The president of the National School of Administration, Paola Severino, expresses satisfaction: «I am particularly pleased to have been able to keep the promise I made, when I was appointed president of the Sna, to announce a course-competition every year. This is a particularly innovative selection method because, in addition to knowledge, it also assesses skills for the first time, such as promoting change and solving problems. Maintaining the annual frequency will also make it possible to really choose the best, promoting merit and stimulating the pride of belonging to the PA”.
