Public administration, 3,000 new hires are on the way and precarious stabilization – Corriere.it

New hires, strengthening of the administrations that implement the Pnrr and of the administrative capacity of local authorities, stabilizations for those who have been working in the public sector for three years: these are just some of the measures envisaged by the draft of the decree law on Public Administration, which should arrive in the Council of Ministers Thursday 6 April. The 30-article text envisages, among other things, a monitoring of the reforms for the public administration, the safeguarding of the necessary employment levels, as well as changes to the regulations of the Special Envoy for climate change.

3,000 hires

The decree provides that there will be 3,000 new hires in the public administration between now and 2023. Scrolling through the tables attached to the draft, it can be seen that over a thousand are destined for ministries, including managers, officials and assistants: 301 for the Interior, 11 for Culture, 20 in Infrastructure, 210 in Foreign Affairs, 103 in Agriculture, 4 in the Environment, 4 in University and Research, 2 in the Ministry of Business and Made in Italy, 350 officials in the Labor Department, 142 in Tourism, 49 in Health.

The stabilization of the precarious

The regions, provinces and municipalities, until 31 December 2026, can proceed, within the limits of the available places of the current staffing endowment, to stabilization – reads the draft -, in the position held, after a selective interview and the outcome of the evaluation of the work carried out, of non-managerial personnel hired on a fixed-term basis who have served for at least 36 months. The hiring of personnel referred to in this article is carried out on the basis of the hiring powers of each administration available under the legislation in force at the time of stabilization.

The observatory of public work

Among the novelties there is also an observatory with the task of monitoring the reforms for the public administration. In fact, the draft envisages that the National Observatory of public work be set up in the public function department of the Prime Minister’s office. Its task will be to promote the strategic development of the integrated plan of activities and organization and the initiatives to address smart working, organizational innovation, performance measurement and evaluation, training and enhancement of human capital, as well as to guarantee the full application of the activities monitoring of the effective usefulness of the formalities required by the plans not included in the plan, also with specific regard to the impact of the reforms in the field of public administration. The Minister for Public Administration, with a decree, will define the composition and functioning of the observatory, without new or greater burdens for public finance. There are no emoluments, fees, indemnities or refunds for participation in the observatory.
